The Federal Reserve released its latest statement from the Federal Open Market Committee (FOMC) on Wednesday. This is the second policy statement since Kevin Warsh became chairman, and it continues the concise writing style adopted at the last meeting, being shorter and more direct in its wording.

Continue to omit forward guidance

Compared to previous versions familiar to the market, this statement did not reinstate forward guidance, nor did it include information on committee voting. CNBC noted that this differs from common practice during Jerome Powell's tenure. In the past, traders often judged the Fed's internal policy inclinations through subtle changes in wording within the statement; this approach is now shifting.

The June version has been significantly shortened.

CNBC cited a comparison showing that the statement following the June meeting contained only about 130 words, significantly lower than the 300+ words commonly seen in previous meetings. Warsh publicly acknowledged this change in style when he held his first press conference as chair in June.

He stated at the time that forward guidance was not suitable for the current policy environment, so the new statement would be shorter and simpler, and some old statements would be removed, aiming to provide the market with only facts that the Fed believes can be confirmed.

Wall Street adjusts its interpretation

In the old model, investors would typically scrutinize statements line by line, looking for additions or deletions that might hint at a policy shift. But since June, the market has faced a new question: will the Federal Reserve stick to this shorter template, or will there be more pronounced structural changes at each meeting?

This means that inferring policy paths solely from the text of statements may become more difficult. Some Wall Street institutions have begun using AI tools to analyze communications from the Federal Reserve under Warsh's leadership in order to capture policy signals behind changes in wording.

The communication working group has been launched.

In June, Warsh also announced the formation of several working groups to review key aspects of the Federal Reserve's operations, including a team specifically dedicated to studying communication methods. Reports indicate that University of Washington professor Peter Fisher and former Bank of England Governor Mervyn King have been included in this communications working group.
