Coinbase: Optimistic about the passage of the "Clarity Act," despite the decreased probability of its passage

According to CoinMeta, Vice Chairman Ryan Vangrack stated in a CBS news report that the highly anticipated Clear Act is still expected to pass before the August recess. He pointed out that the substantive content of the bill has been largely completed, which is a multi-page document containing provisions for customer protection and law enforcement tools. Vangrack believes that this bill will clarify activities in the crypto sector, allowing investors and innovators to know with whom they should interact. He emphasized that the industry hopes to be regulated rather than to confront regulation. Coinbase had previously sued SEC to urge it to establish rules. Despite attempts by Senate Democratic leadership to delay key procedural votes, Senate Majority Leader John Thune insists that the vote will proceed. At the same time, Coinbase CEO Brian Armstrong is also pressing legislators to pass the bill. Research firm Bernstein warns that failing to pass the Clear Act could increase valuation pressures on U.S. crypto assets and prolong regulatory uncertainty. According to Polymarket's data, the likelihood of the bill becoming law in 2026 has dropped to 24%.
