Multiple independent studies, including those by the White House Council of Economic Advisers, indicate that there is no evidence to support the argument of "deposits fleeing." Moreover, stablecoins and bank deposits have been growing in parallel for many years. In addition, he emphasized that the act does not provide shelter for DeFi crimes; rather, it clarifies the distinction between writing code and operating financial intermediaries. Fraud, sanctions, and money laundering violations can still be prosecuted. He called on the Senate to pass the clarity Act.
