Khanna stated that during his recent visit to Pennsylvania, the most common feedback he received was widespread opposition to data center construction. He emphasized, "We need a rights act that will prevent communities from being forced to accept these data centers and ensure that they are not built on farmland or residential areas." The proposal includes various protective measures for local communities and government rights, as well as requirements that data centers use clean and reliable energy and comply with pollution emission limits. Currently, several states, including New York, have implemented bans on data center construction, and opponents have recently achieved significant victories in elections. Khanna claims that large corporations building data centers are "losing this country."
