According to CoinMeta, according to the minutes of the 184th Ethereum Core Developers Consensus Layer Meeting, glamsterdam and devnet 8 are scheduled to be launched on August 11 and will operate as a named temporary public test network, allowing external node operators and validators to participate. The final specifications are expected to be released on the day of launch, but the exact time still depends on client coordination and the refinement of the specifications. The meeting also confirmed that the submission window for non-major proposals related to the hegot upgrade closed on August 6. Proposals such as eip-8198 (which aims to reduce the time slot from 12 seconds to about 10 seconds), eip-8142, eip-8359, and eip-8363 are currently only in the evaluation phase and have not yet been determined to be included in hegot. Among them, eip-8363 plans to gradually reduce validator rewards as the staking rate increases with ETH, and when the staking rate reaches 50%, the net issuance at the consensus layer will be reduced to zero. However, this proposal has sparked controversy due to its late submission and potential impact on smaller validators.
