The bill aims to establish a regulatory framework for federal cryptocurrencies and digital assets, clarify regulatory methods and the division of powers among various federal agencies, and distinguish between securities and commodities. Supporters believe that this move will replace the previous "enforcement-based regulation" approach and provide clearer rules for the industry. The bill requires digital asset issuances and sales to provide public disclosures to investors and creates new registration exemptions SEC, allowing eligible projects to raise funds.
