The U.S. Department of Health and Human Services created the Public Health Emergency Medical Response Enterprise, consolidating federal health, biomedical, regulatory, homeland security, and military functions into a government-led response mechanism. This entity managed seven federal agencies, including those from four different cabinet departments. The structure explicitly included pharmaceutical manufacturers, biotechnology companies, clinical research organizations, and private research institutions, and proposed measures to increase industry access to these agencies, simplify regulations, reduce barriers to private investment, and enhance protection of intellectual property rights.
