This measure will take effect from September 9 to November 4 and is aimed at temporarily curbing the rise in yields. The announcement came after the yields on 30-year Treasury bonds reached their highest level since 2007. Market analysts pointed out that the Treasury Department's action reflects a sensitivity to the pressures on the debt market, which could lead to higher borrowing costs and keep mortgage loan rates high.
