According to intelligence intercepted by the Israeli military, Turkey intended to carry out activities that posed a threat to Israel's national security at that base, and the Israeli military had repeatedly recommended launching strikes against it to senior officials. After consultations with Israeli and other security agency officials, Katz and Israeli Prime Minister Benjamin Netanyahu decided to adopt deterrence measures first. They issued a direct warning to senior Syrian officials and shared the relevant intelligence with American officials. Since the Syrian side ultimately failed to heed the warning, Katz and Netanyahu officially authorized the air strike. The Turkish side has not yet responded to this.
