Russian Central Bank relaxes criteria for qualified investors, clarifies limits on cryptocurrency purchases for non-qualified investors

According to CoinMeta, as reported by bitcoin.com and news, the Russian Central Bank has announced that individuals who pass financial and banking knowledge tests and obtain a qualification certificate issued by the National Financial Association (NFA) or an investor certificate from the Moscow Exchange (MOEX) can be recognized as qualified investors. The new regulations will take effect on August 31. Non-qualified investors are limited to purchasing cryptocurrencies up to 300,000 rubles (about $3,800) per year through a single licensed intermediary, while qualified investors have a limit of 3 million rubles (about $38,000) per year. Mikhail Mamuta, deputy governor of the Russian Central Bank, stated that the focus of the tests is to enhance investors' financial knowledge, enabling them to understand and manage related risks when dealing with complex financial instruments.
