According to CoinMeta, the Russian Central Bank announced that investors can bypass the existing requirements of 24 million rubles in assets, income, work experience, or trading history by obtaining recognized Russian certificates. The new regulations will take effect on August 31st. Individuals holding these new certificates will be able to apply for qualified investor status and access securities and financial products that retail customers are not able to obtain. The new regulations also introduce a domestic examination as an additional pathway for certification, with four types of Russian certificates being included in the list of recognized qualifications. After the implementation of these new regulations, the asset requirement for qualified investors will double by the beginning of 2026, with the standard asset requirement increasing from 12 million rubles to 24 million rubles.
