Kraken describes this activity as a "dust attack," believing it was intended to spread sanctioned funds and trigger compliance reviews, while HTX denies initiating these transactions and states that they are investigating whether they were caused by misattribution or malicious third-party activities. Although these individual transactions are economically insignificant, their compliance implications are quite significant. Kraken indicates that some customers who received these unauthorized transactions lost access to their accounts during the compliance review process, but access has since been restored to the affected users, who continue to hold the sanctioned funds.
