According to CoinMeta, Coinbase has submitted a response to the joint request for comments from US regulators CFTC and SEC regarding the definition of perpetual contract products and compliance frameworks. Coinbase put forward three suggestions: establishing a flexible compliance framework to promote customer choice, competition, and innovation; classifying equity perpetual derivatives as securities-related contracts that can be listed on exchanges regulated by any of the regulatory agencies authorized to oversee securities and futures; and noting that perpetual derivatives and predictive markets provide investors with new investment and risk management tools. However, the complex jurisdictional boundaries between US regulators CFTC and SEC impose inconsistent requirements on economically related products, hindering market participants' ability to offer and integrate products through a single, US-regulated technology stack.
