Deutsche Bank, Morgan Stanley, and Citibank believe that the U.S. Treasury Department may reduce the scale of long-term bond issuance, or signal during the quarterly refinancing meeting on November 4th a shift towards increasing the issuance of treasury bills and shorter-term government bonds, as well as expanding repurchase operations. Meghan Swiber, the Managing Director of U.S. Bank's interest rate strategy, stated that the U.S. Treasury bond market is entering a brand-new era of debt management.
