Vietnam Launches Pilot Framework for Cryptocurrency Assets, Sets Fines for Violations

According to CoinMeta, the Vietnamese government issued a resolution in September 2025 to launch a national pilot framework for crypto assets, requiring that crypto assets issued within the country be backed by real-world assets, and initially only be accessible to foreign investors. The Boston Consulting Group predicts that the global tokenized assets market will exceed $14 trillion by 2030. The Vietnamese National Securities Commission stated that five companies have passed the preliminary evaluation of exchanges, but to be ultimately approved, they must meet four levels of information system security standards and maintain a registered capital of approximately $383 million. On July 16, the Vietnamese government issued a decree imposing fines of around $1,150 to $1,918 for violations in the crypto asset market, which will take effect on September 1.
