Russia implements new law on crypto transactions; retail and qualified investors can enter the market

According to CoinMeta, Russia's first comprehensive legal framework for crypto transactions came into effect on September 1st, allowing retail and qualified investors to enter the regulated market under the supervision of the Central Bank of Russia. Under the new regulations, non-qualified investors can purchase qualified cryptocurrencies worth no more than 300,000 rubles per year through each intermediary, while qualified investors are allowed to trade without restrictions. President Putin signed the bill on August 4th, which covers financial institutions such as crypto exchanges, digital custodians, and brokers. The bill establishes a formal regulatory structure for crypto transactions and custody services, and the Central Bank of Russia will maintain the registration of participants in the regulated market, as well as set operational requirements for exchanges and digital currency accounts.
