The bill was introduced by Representative Nick Begich and co-sponsored by Jared Golden. Its purpose is to establish strategic reserves of Bitcoin and digital assets other than Bitcoin. The bill stipulates that compliant Bitcoins confiscated by the federal government will be included in these reserves, and the funds obtained from the sale of non-Bitcoin assets can be used to purchase Bitcoins or repay national debt. The Treasury Department and the Department of Commerce will study a strategy for purchasing Bitcoins in a budget-neutral manner over a five-year period.
