According to CoinMeta, the CEO of hyperliquid policy center, in an exclusive interview with The Rollup, stated that the United States has already allowed exchanges to list Bitcoin perpetual contracts, but on-chain perpetual contracts still face various regulatory issues. He pointed out that CFTC has permitted Coinbase and Kraken to offer Bitcoin perpetual contracts, but so far, only traditional centralized exchanges have been approved. Public chains like Hyperliquid that are not licensed yet do not have a clear compliance path. He believes that what truly needs to be promoted is for the on-chain market to also enter the United States, rather than just allowing perpetual contracts to return to the traditional market.
