According to CoinMeta, the UK Financial Conduct Authority (FCA) has issued regulatory guidelines for crypto assets, clarifying the scope of application of future regulations and the requirements for authorization. These regulations will come into effect on October 25, 2027, with the authorization application process opening on September 30, 2026. The guidelines cover activities such as issuing qualified stablecoins, operating crypto asset trading platforms, trading and matching, crypto asset custody, and collateral arrangements. David Geale, Executive Director of the FCA, stated that these guidelines provide clarity for businesses to prepare for regulation. The government has revised relevant laws, introduced exemption clauses, and clarified specific technical service providers. FCA will launch a special consultation on legal changes in October, covering topics such as qualified stablecoins, proprietary trading and market making, decentralized protocols, and financial promotion.
