从美国角度看,减少关键供应链被竞争对手利用有清晰的国家安全逻辑。前沿AI可能影响军事规划、网络攻防和经济生产率,关键矿产与先进制造能力又难以在短期复制。把资源与技术伙伴固定在同一网络,可以降低供应中断风险,也能让出口控制更容易协调。

但联盟要稳定,成员必须看到可量化的收益。数据中心投资是否按期到位,本地企业能否得到模型和算力,技术培训是否形成岗位,关键矿产是否有长期采购合同,都比外交口号更能决定选择。若美国要求排他性,却不能保证融资、市场和技术供给,部分国家可能在文件上靠拢、在实际项目中继续保持多边关系。

还要留意政策尚未正式公布这一事实。内部草案可能经过部门协调、盟友反馈和法律审查后改变,所谓“加入”的定义也可能从正式签署扩大或收窄到特定项目。对市场参与者而言,现在适合做情景分析,不适合把所有跨境AI合作都当成已被禁止。
