Ripple CEO Brad Garlinghouse recently publicly supported the United States CLARITY Act, and after Trump's White House Innovation Summit, called on Congress to advance relevant legislation as soon as possible. He stated that there is still room for the United States to become the "global capital of crypto," with the key being to complete the remaining work.
The bill will redefine the division of regulatory responsibilities.
The core of CLARITY Act is to expand the regulatory powers of the Commodity Futures Trading Commission (CFTC) over crypto trading, while reducing the role of the Securities and Exchange Commission (SEC) in the secondary crypto market. For Ripple, this issue is particularly sensitive, as the company has been involved for a long time in litigation with SEC regarding XRP.
Senate vote on September 15
This bill will be put to a vote in the Senate on September 15th, where members will first decide whether to proceed with H.R .3633. Only if it receives 60 votes of support will the Senate move on to the debate, amendment, and subsequent voting procedures.
The time window for the House of Representatives has been tightened.
The schedule is also getting tighter. Republicans in the U.S. House of Representatives have canceled the voting schedules for the two weeks of September 21st and September 28th, which means 8 working days are being removed from the legislative calendar. Members of Congress are expected to leave Washington around September 17th, leaving even less time for the House to act if the bill is amended in the Senate.
Law enforcement agencies shift to neutrality
The National Association of Sheriffs of the United States has also recently changed its stance on this bill to neutral. In a letter to the leaders of the Senate, the organization stated that the content of the bill is complex, and there are still some details that have not been determined. Previously, Major County Sheriffs, of, and America also switched to a neutral position in July.
