South Korea's stablecoin project may be delayed due to the encryption bill

According to CoinMeta, South Korea plans to introduce temporary stablecoin licensing guidelines before legislators finalize a more comprehensive Digital Assets Basic Act. Based on policy reports released on July 29 by the Hashed Open Research and Solana Policy Research Institutes, which summarized a seminar held on June 23 attended by legislators, lawyers, and representatives from the digital assets industry, the reports recommend a phased approach to address issues related to the issuance of stablecoins, payments, and foreign currency tokens, while legislators continue to negotiate a comprehensive market framework. The reports suggest that waiting for a complete Digital Assets Basic Act may result in a lack of clear regulations for companies issuing or using stablecoins backed by the Korean won. They also call on legislators to consider factors beyond issuer qualifications, recommending attention to payment networks, public blockchains, tokenized assets, and the connections between traditional markets and decentralized finance.
