The plan mentions exploring a multi-orbit constellation development system, promoting the accelerated deployment of low- and medium-orbit constellations, and investigating the interconnected development among multiple orbit constellations as well as the planning and construction of computing power constellations, with the goal of establishing a flexible, complementary, and seamless network that integrates space and ground capabilities. There will be over 3,000 satellites in orbit, completing the construction of the VDES system, and striving for a network capacity of over 150 Tbps, enabling constellation networking based on inter-satellite laser links.
