According to CoinMeta, the developers of XRP Ledger are testing a sponsoredaccountcreate transaction proposal that aims to allow the creation of zero-balance accounts, with sponsors responsible for providing a reserve of 1 XRP. This scheme is designed to lower the barriers to creating large-scale wallets. As of October 19th, the proposal has received 11 votes from 35 validators, still falling short of the required 29 votes to pass.
