Since 1996, this financial institution has disbursed $2.8 billion in loans to support over 2,770 community-focused projects, creating or preserving more than 45,250 jobs, and building or maintaining 14,000 units of affordable housing, directly benefiting 5.2 million people.
Lake Forest, California, October 15, 2026 / PRNewswire / -- Clearinghouse Community Development Financial Institution ( Clearinghouse CDFI ) announced that it has obtained a funding amount of 100 million dollars from the U.S. Treasury Department's Bond Guarantee Program ( Bond Guarantee Program , referred to as BGP ). This funds will be directed towards low-income, underserved, and rural areas across the United States for community and economic development.
Clearinghouse CDFI Founder, President, and CEO Douglas Bystry stated: "I would like to thank the Treasury Department and the Office of Management and Budget ( OMB ) for providing prudent analysis, oversight, and confirmation that this plan will promote employment and economic growth, as well as create new affordable housing units – which is in line with the current domestic policy objectives of this administration."
The CDFI Bond Guarantee Program does not provide grants; rather, it is a federal credit program that incurs no cost to taxpayers. The funds raised through bond issuance constitute debt instruments that must be repaid. Relevant evidence indicates that the government actually generates income by collecting interest on these debts.
The program was established under the Small Business Employment Act of 2010, aiming to meet a key market demand: long-term capital that can stimulate economic growth and initiate community revitalization. Under this program, qualified issuers ( Community Reinvestment Fund ) apply to the CDFI fund for authorization to issue bonds, which are then sold, allowing CDFI to obtain substantial capital to be used in revitalizing the economies of some of the most distressed communities in the United States.
Bystry added, "We hope to allocate a portion of these funds to areas such as Mississippi County in Arkansas to build new housing for steel workers and their families."
Successful repayment, job creation, and housing construction
In March this year, Clearinghouse CDFI announced that it had fully repaid its first bond issue of $100 million, which was issued in 2014 under the CDFI bond guarantee program. This transaction represented the first bond issued under that program and also the first bond to be fully repaid.
Clearinghouse CDFI allocated this bond amount through 81 loans, with a total loan amount of 196 million US dollars, providing financing for community development projects in several states, including Texas, Pennsylvania, Nevada, New York, Arizona, and California.
These projects have brought significant economic activity, creating 2,253 long-term and construction-related jobs, while also preserving 725 existing positions. The related financing has also enabled the construction or preservation of 718 units of affordable housing.
Bystry indicates: "The greatest challenge in reversing the dire situation of impoverished and troubled communities is obtaining capital. We will seek these opportunities to bring about real change through affordable housing, education, medical facilities, and small business loans."
