Freedom Holding Corp. (Nasdaq ticker: FRHC) indicates that it is advancing its artificial intelligence infrastructure project in Kazakhstan, which includes a $2 billion sovereign AI platform, as well as the first public graphics processing unit cloud planned to be launched in 2027. The project aims to expand access to computing resources for enterprises, developers, and public institutions.
Freedom indicates that this sovereign AI platform was constructed following an agreement signed with the Ministry of Artificial Intelligence and Digital Development of Kazakhstan in November 2025. The project plan includes a site with an available capacity of 100MW. Freedom will operate the platform and serve as the main financial and implementation partner.

The company stated that the relevant infrastructure will be used to support the training of the AI model, large-scale data processing, as well as the development of AI services for enterprises and governments. Access to shared computing resources will enable institutions to develop and run applications without the need to build their own server infrastructure.
Freedom Holding Corp. The Chief Executive Officer Timur Turlov stated that market demand has reached twice the capacity planned for the first phase of the platform. Several important potential customers have expressed their willingness to rent future computing power for a period of five years.
Freedom also plans to launch its first GPU cluster public cloud in 2027, providing computing power suitable for AI workloads for enterprises and developers.
The company is also building its AI supercluster, which is aimed at the needs of governments, enterprises, and scientific research. The first phase is planned to be launched in the first quarter of 2027. A new data center located near Almaty, known as Freedom Cloud, is also under construction. Freedom Cloud currently has more than 3,400 customers from both public and private sectors.
The international technology ecosystem of Freedom covers areas such as banking, brokerage, insurance, and telecommunications, and also includes new consumer services like ticketing, tourism, e-commerce, and food delivery.
On October 23, Turlov met with NVIDIA, the founder and CEO of Jensen Huang, in Astana; this was the latter's first visit to Kazakhstan. Turlov introduced Freedom's technology ecosystem as well as its AI infrastructure projects to him.
Turlov pointed out that Kazakhstan has a large pool of talent, which has already achieved technological results in the fields of e-commerce and finance. He believes that this talent reserve, combined with the national-level AI infrastructure, will become one of Kazakhstan's main advantages in global digital transformation.
Freedom indicates that its role is to provide the infrastructure necessary to support this development. The company's investment in computing power and cloud services aims to help businesses and developers transform local skills into AI applications and digital products.
