According to CoinMeta, the Hong Kong Special Administrative Region Government proposed in its 2026 policy address that the Securities and Futures Commission will improve the virtual asset licensing system and the regulatory framework for tokenized investment products, promoting the issuance and trading of gold and other suitable assets on licensed platforms. Hong Kong plans to normalize the issuance of digital bonds and explore the use of digital currencies for settlement, dividend distribution, and redemption. The Hong Kong Monetary Authority (HKMA) will test the tokenization of Exchange Fund bills by the end of the year, utilizing Exchange Fund bills with a total value of over HKD 1.3 trillion. In addition, the HKMA plans to implement central bank digital currency (CBDC) settlement and 24/7 operation under the ensemble project by the end of this year, and continue to explore application scenarios for tokenized deposits.
