The Box bill, which is currently under parliamentary review, stipulates that Bitcoin and other investments are generally taxed on their actual annual gains, including the appreciation of unsold assets. The Dutch tax authorities have explicitly included encrypted assets held in personal wallets, exchanges, and by third parties in the calculation of actual gains. The Dutch government is exploring a shift to a capital gains tax system but indicates that the current 2028 proposal remains the basis for discussion. This bill has already been passed by the House of Representatives and is awaiting review by the Senate; the final system may still be adjusted.
