ICBA sues OCC to revoke the encryption enterprise trust license rules

According to CoinMeta, the Independent Community Bankers Association ( ICBA ) has filed a lawsuit against the United States District Court for the Federal District of Columbia ( OCC ), questioning its authority to grant national trust bank licenses to crypto companies, and requesting the revocation of the final rule dated March 2, 2026, as well as Interpretation Letter No. 1176. ICBA states that these licenses allow crypto companies to benefit from the credibility associated with federal bank licenses without having to comply with federal deposit insurance, capital, and liquidity standards, as well as the requirements of the Community Reinvestment Act. ICBA is calling for the revocation of the conditional licenses granted by Protego Holdings. The lawsuit involves companies such as Circle, Ripple, Paxos, Fidelity, BitGo, Payward, Block, and World Liberty Financial. Elizabeth Warren has accused the relevant approvals of being illegal, and OCC plans to finalize the stablecoin regulations under the Genius Act by November.
