According to CoinMeta, on October 22, the Seoul Administrative Court held the first hearing regarding a lawsuit filed by the second-largest cryptocurrency exchange in South Korea, Bithumb, against the Financial Intelligence Analysis Service of South Korea (FIU). Bithumb accused Bithumb of conducting 45,772 transfer transactions with 18 unregistered virtual asset service providers from August 2022 to April 2025, and imposed a six-month restriction on new customers from transferring cryptocurrency assets externally. Bithumb argued that transactions over 1 million Korean won were blocked from being transferred to unregistered service providers through the "travel rule," and that transactions below this amount were not subject to this rule at the time, thus lacking a legal basis for such restrictions. FIU also claimed that the penalties imposed were too severe. The court requested a detailed explanation for the insufficient control measures and whether there was any intention or gross negligence involved. The next hearing is scheduled for January 28, 2027.
