According to CoinMeta, on October 23, the U.S. Treasury Department issued proposed rules for implementing coins and act, aiming to expand restrictions on foreign investments in certain areas such as artificial intelligence, semiconductors, and biotechnology in several key countries. Some investments that were previously allowed to be declared in the field of artificial intelligence are now proposed to be prohibited. High-bandwidth memory, photonic chips, and radiation-resistant chips in the semiconductor sector have been added to the list of restricted items, and biotechnology has been designated as a new area for enhanced regulation. The proposed rules require U.S. investors to determine for themselves whether their trading partners involve restricted technologies. Some investments in publicly traded securities, index funds, and small funds are exempt from these restrictions. These rules are currently in the comment solicitation phase and have not yet taken official effect.
