Oracle cancels Tencent's $7 billion AI lease: Overseas chip leasing cannot escape US pressure

According to CoinMeta, Oracle, under pressure from the Trump administration, canceled a cloud computing power lease agreement with Tencent worth approximately $7 billion. This was originally Tencent's largest overseas power lease agreement, scheduled to last for five years, and it involved providing up to about 100,000 advanced chips through multiple data centers in Southeast Asia. Tencent opted to rent chips overseas because the United States imposed restrictions on the export of advanced chips to China; however, Chinese companies were still able to remotely rent computing power deployed abroad. U.S. officials expressed concerns regarding this transaction. Just a day prior, it was also reported that NVIDIA required its overseas cloud service providers to offer at least 51% of their services to non-Chinese customers, although this is currently only a non-mandatory guideline. These developments indicate that the United States is tightening the channels for Chinese companies to obtain overseas computing power, with restrictions extending from chip exports to overseas leasing transactions as well.
