According to CoinMeta, five departments issued a notice on the "Implementation of a Comprehensive Conservation Strategy Action Plan." Strict controls are imposed on both the total amount and intensity of water usage, with scientific targets set for management. A comprehensive system of water use control indicators has been established at the basin, provincial, municipal, and county levels, implementing differentiated controls based on water usage intensity. Efforts are being made to establish a water budget management system. Relevant planning and water resource assessment systems for the development and utilization of water resources have been improved, and management of water resource assessments and water extraction permits for construction projects has been strengthened. Supervision over water extraction during and after the process is strictly enforced, and credit evaluations in the field of water extraction are conducted. The system of designing, constructing, and putting into use water-saving facilities simultaneously with the main projects is being thoroughly implemented and further refined. Increased efforts are being made to conserve and control water usage in water-scarce areas such as the Beijing-Tianjin-Hebei region and the Yellow River Basin, with strict restrictions on the initiation of high-water-consuming projects.
