Russia officially implemented a new framework for crypto assets starting from September 1st. Russia opens cross-border encrypted settlements

According to the new regulations, qualified investors in Russia can buy and sell cryptocurrencies through regulated intermediaries, while unqualified investors face stricter access restrictions and testing requirements. The new framework covers licensed infrastructure participants in crypto transactions, such as exchanges, brokers, and asset management institutions.

Meanwhile, Russia still prohibits the use of cryptocurrencies in domestic payments. The main exception to this policy is in international trade settlements, where exporters and importers can use digital assets to complete payments in cross-border transactions.

XRP already has derivative exposures in Russia

The article mentions that XRP does not have no intersection with the Russian market at all. However, "meeting the usage conditions" and "already being adopted" are two different things. There is currently no evidence to suggest that Russian banks, exporters, importers, or government agencies plan to specifically use XRP under the new framework.

The article thus emphasizes that this law should not be interpreted as "Russia adopting XRP." A more accurate statement is that Russia has expanded the legal scenarios in which cryptocurrencies can be used for cross-border settlements, and XRP has become one of the potential beneficiary assets under discussion due to its existing foundation in futures products.
