The first public GPU cloud is planned to be launched in 2027, and Freedom is building a $2 billion “sovereign AI hub”.
Astana, Kazakhstan, October 26, 2026 / PRNewswire / -- Freedom Holding Corp (Nasdaq ticker: FRHC) is advancing its AI infrastructure plan in Kazakhstan, which includes a $2 billion "sovereign AI hub" and the launch of its first public GPU cloud in 2027. The plan aims to expand access to computing resources for businesses, developers, and public institutions.

Freedom is developing a "sovereign AI hub" in accordance with an agreement signed with the Ministry of Artificial Intelligence and Digital Development of Kazakhstan in November 2025. The project envisions the construction of a park with an available power capacity of 100 megawatts. Freedom is the main financing and implementation partner of this project and will be responsible for operating the hub.
The planned infrastructure is intended to support the training of the AI model, large-scale data processing, as well as the development of AI services for enterprises and governments. By accessing shared computing resources, various institutions can develop and run applications without the need to build their own server infrastructure.
Freedom Holding Corp. The CEO Timur Turlov stated that the current demand has reached twice the capacity planned for the first phase of this hub. Major potential customers have expressed their willingness to rent future production capacity for a period of five years.
The group is also developing Freedom AI Super Cluster, with the goal of serving governments, enterprises, and the scientific research community. The first phase is planned to be launched in the first quarter of 2027. A new Freedom Cloud data center is under construction near Almaty. Freedom indicates that Freedom Cloud currently serves over 3,400 enterprise and public sector clients.
The international technology ecosystem of Freedom covers banking, brokerage, insurance, and telecommunications services, and also includes lifestyle services such as ticketing, tourism, e-commerce, and food delivery.
On October 23, Turlov met with Jensen Huang, the founder and CEO of NVIDIA, in Astana. This was Jensen Huang's first visit to Kazakhstan. Turlov introduced Freedom's technical ecosystem as well as its AI infrastructure plan.
Turlov indicates that Kazakhstan has developed a strong talent pool, and these talents have already achieved technological accomplishments in the fields of e-commerce and finance. He said that, combined with the local AI infrastructure, this is becoming one of the country's main advantages in its global digital transformation.
Freedom indicates that its role is to provide the infrastructure necessary to support this development. The company's investment in computing power and cloud services aims to help enterprises and developers transform their local expertise into AI applications and digital products.
