Binance: New regulations for cross-border encrypted transfers by Brazilian users come into effect on November 1

According to CoinMeta, as reported by CryptoSlate, Binance will require Brazilian users to disclose the purpose of cross-border cryptocurrency asset transfers starting from November 1st and to identify the type of corporate account of the counterparty. They will also need to indicate whether the counterparty belongs to the same economic group. Withdrawals cannot be submitted until the questionnaire is completed, while deposits can remain pending. In some cases, if the information is incomplete, the deposits may be returned. This rule applies to transfers between non-residents, including transfers to one's own overseas exchange accounts; transfers between Brazilian residents are not affected. Binance will report this information monthly in accordance with the Central Bank's Resolution No. 521/2025. For amounts not exceeding $50,000, a list of 10 items must be provided; for larger amounts, the counterparty must be selected from 96 categories. If the counterparty is not authorized to conduct foreign exchange business in Brazil, there is a transfer limit of $100,000 for some transactions. For self-hosted wallets, only confirmation of ownership is required. This requirement is separate from the travel rules, which are planned to cover domestic transactions in 2027 and international transfers in 2028.
