The prediction market platform Kalshi imposed penalties on former U.S. Congressman George Santos, finding him guilty of manipulation in a contract related to his attendance at the State of the Union address. The platform has banned him for life and imposed a fine of $71,356.

In the disciplinary notice dated August 28, Kalshi stated that Santos conducted large-scale transactions in the relevant markets from February 2 to February 25. The settlement result of that contract depends on whether he attends the U.S. President's State of the Union address event.
According to platform rules, individuals who can directly influence the outcome of an event are not allowed to trade the corresponding contracts. Kalshi believes that Santos falls into this category, and therefore should not be participating in this market at all.
Public statements were deemed to affect prices.
The platform stated that Santos subsequently made multiple statements regarding whether he would attend or not, some of which were deemed false or misleading. These remarks affected the prices of contracts that speculated on either "attending" or "not attending."
Kalshi The compliance department determined that the purpose of these statements was to drive prices in a favorable direction, and indeed they had an effect. According to the notification, Santos ultimately made a profit of $17,839.57 in the relevant market.

The platform claims that it violated multiple rules.
Kalshi indicates that this behavior violates multiple trading rules, including prohibitions on market manipulation, prohibitions on trading events that one can influence the outcome of, and prohibitions on profiting through deceptive means. The notice also states that Santos failed to cooperate with the platform's investigation.
Kalshi also stated that this is the first time the platform has imposed a lifetime ban on a former member of parliament. The platform did not disclose whether Santos responded to the relevant determination in the text.
Predicted increase in market compliance reviews
In the past year, the event contract market has expanded rapidly, with topics such as elections, sports, and economic data attracting a large volume of trading. As a platform regulated by the U.S. Commodity Futures Trading Commission, Kalshi is entering the broader public eye along with similar products like Polymarket.
Kalshi stated that following this incident, the platform has introduced new protective measures to address the ongoing concerns from the outside world regarding the contract trading rules and manipulation risks of this event.
