Binance will impose stricter restrictions on encrypted transfers for Brazilian users. As the scope of encrypted regulations in that country expands, some international encrypted transfers in and out of Brazil will be intercepted or frozen if additional information is not provided.
Binance stated that starting from November 1st, when Brazilian users send or receive cryptocurrency assets overseas, they will be required to provide information regarding the purpose of their cryptocurrency transfers and details about the counterparties involved in the transactions. If users do not fill out the questionnaire, Binance will not process their withdrawal requests. In addition, for incoming transactions, the related cryptocurrency transfers may also be frozen, and in some cases, the funds may even be returned.
This measure was implemented following the issuance of Central Bank Resolution No. 521/2025 ( Resolution BCB No 521/2025 ) in Brazil. This resolution brings certain virtual asset transactions under the country's foreign exchange control regulations.
Binance stated that the company will submit the collected data to the Central Bank of Brazil on a monthly basis.
Which encrypted transfers will be affected?
The new regulations only apply to international transfers and do not affect encrypted transactions between Brazilian residents.
So-called international transactions refer to the transfer of crypto assets between Brazilian residents and non-residents, such as sending crypto assets to foreign individuals, making payments to foreign companies, or transferring crypto assets between a Binance account in Brazil and a personal account on a non-Brazilian crypto exchange.
In terms of outgoing transfers, Binance will require customers to specify the purpose of the encrypted transfer and to fill in information about the beneficiary. The beneficiary can be an individual, a company, a financial institution, a cryptocurrency exchange, or another entity.
For transfers in the opposite direction, the process is similar. If you receive encrypted assets from a non-resident, Binance will require the Brazilian recipient to provide information about the remitter and the purpose of the transaction before recording the relevant assets in your account.
Intercepted due to lack of data.
For users, the most obvious change will be that if they do not provide the data required by Binance, Binance will intercept some international cryptocurrency transfers out.
If a customer wishes to send encrypted assets to a non-resident but has not completed the questionnaire, Binance will not approve such a transfer.
For the transfer of encrypted assets, the situation is slightly different. Encrypted assets from overseas may first arrive at Binance, but they will not be credited to your account balance; instead, they will remain in a "pending" status. Afterwards, the recipient needs to provide additional relevant data.
The key point is that this data requirement applies to each individual transaction. Binance indicates that users conducting international transfers will likely need to submit such information for each transaction, rather than submitting it once for their entire account.
