British bond investors looking to cut spending may be disappointed by John Hilly's first budget proposal

Just 100 days after John Hillie took up the position of Chancellor of the Exchequer in the UK, he prepared his first budget with stricter confidentiality measures. However, the UK's fiscal space has been compressed by rising borrowing costs, and the government still faces pressures to increase defense spending, fulfill various expenditure commitments, and may have to raise taxes on banks and the gambling industry. The article states that bond investors hope to see cuts to public spending, reduced borrowing, and measures more favorable to businesses, but they are likely to be disappointed.

John Hillie ( John Healey ) served as the Chancellor of the Exchequer of the UK, or more formally, the Chancellor of Finance ( chancellor ). Although his tenure was only 100 days, he managed to accomplish something that his predecessor, Rachel Reeves ( Rachel Reeves ), failed to do.

Before her annual budget was released, there were weeks of speculation from the outside world about which taxes she would raise; although some of these tax increases were ultimately not implemented, the damage to the confidence of businesses and investors was almost as significant as if they had actually been carried out.

In contrast, relying on his experience as Secretary of Defence, Hilli maintained strict confidentiality around his first budget proposal, which will be announced on Wednesday. Relevant documents can only be accessed under the strict principle of 'need to know'.

There are many fewer rumors and speculations surrounding the budget proposal. Reeves hinted last year before the budget that she might break the Labour Party's campaign promise not to raise income tax. However, with Hilli, there are no such tentative leaks at all.

So far, everything has been pretty good: but the road ahead will not be smooth sailing.

Reeves set a financial buffer for himself last year, which is the amount the government could use without violating financial rules, amounting to 24 billion pounds (32 billion US dollars). However, higher government borrowing costs have eroded this buffer to as little as 10 billion pounds.

British fiscal rules require that daily government spending must be funded by tax revenues, and the proportion of debt to gross domestic product (GDP) must decrease.

Meanwhile, Prime Minister Andy Burnham ( Andy Burnham ) has made a number of spending commitments. The latest one is a plan to address the issue of homeless people and sleepers on the streets, which was announced on Monday and will cost 432 million pounds.

Other possible concessions include: providing targeted support for energy bills to low-income families, as well as increasing the tax exemption amounts for recipients of low-income pensions.

Amanda Ticker, the head of Tax and Trade Policy at Deloitte ( Deloitte ), stated that Hilly must explain how he will cover for these expenditures as well as other minor tax reduction measures that have already been announced, including a decrease in the business tax – a type of tax levied on commercial real estate – to benefit bars and small retailers.

She said about CNBC: "I think the biggest expectation in terms of tax cuts would be the extension of the fuel tax exemption."

"The cost of this measure may exceed £2 billion, therefore a source of funding is also required."

So far, the biggest challenge is undoubtedly defense spending.

Hillie must clarify how the government intends to increase defense spending to 3% of GDP by the end of this decade. It was around this issue that he resigned from his position in Keir Starmer's ( Keir Starmer ) government in June, and together with the Labour Party's dismal performance in local elections, this led to the resignation of the former Prime Minister.

Although it is expected that Hilly will reduce the fiscal buffer to bear most of the pressure, as the Iran war has left a large hole in the accounts, tax increases are still likely to occur.

British banking is expected to become a target. As interest rates remain high for longer than anticipated, bank profits have increased, but this is not without risk.

JPMorgan Chase ( JPMorgan ) CEO Jamie Dimon ( Jamie Dimon ) has stated that if taxes increase too much, he may reconsider the bank's plans for a new headquarters in London. The headquarters was originally intended to accommodate half of its 28,000 British employees.

Hilli may also exert pressure on the banking sector by weakening the ability of British lending institutions to offset losses accumulated during the global financial crisis against future tax bills.

The gambling industry is also expected to be impacted, despite external warnings that this may force companies to lay off employees. Flutter Entertainment — The parent company of Paddy Power and Betfair — cut 1,400 jobs in the UK and Ireland earlier this month due to recent tax increases.

However, more difficult decisions are likely to be postponed.

The much-anticipated plan to address the youth unemployment crisis and the rising welfare expenditures will not be announced until later this year.

Next year's public expenditure review – when the government will set future budgets for various departments and public services – is likely to be even more challenging for those MPs who seem reluctant to cut spending.

With such limited operational space, Hilli still seems to plan to make some aggressive investments.

The Financial Times reported over the weekend that the National Wealth Fund ( National Wealth Fund ) and the British commercial bank ( British Business Bank ) – which are a government-backed infrastructure bank and a state-owned commercial lending institution, respectively – will receive £20.4 billion in funding.

This takes advantage of a loophole in government financial regulations, as the funds allocated to these institutions are not counted as additional borrowing.

Another notable move will be to delegate more control over taxation and spending from the central government to local authorities.

Michael Sanders, a senior advisor to the Oxford Institute for Economics ( Oxford Economics ) and a former member of the Bank of England's Monetary Policy Committee, stated to CNBC that this budget proposal may grant local mayors and regional governments more control over public spending, and allow them to retain a portion of tax revenues when local economic growth is faster.

"This is more about reallocating expenditures between different regions and changing who makes the decisions regarding those expenditures, rather than expanding the overall fund pool."

He warned that this will not have any effect on growth in the “next one or two years.”

As the total amount of UK government debt has just risen above 3 trillion pounds, approaching its GDP scale, the government no longer has much leeway for substantial spending.

What treasury bond investors hope to see is a reduction in public spending, lowering of borrowing, and measures that are beneficial to business, such as reversing some of the wage tax increases implemented during Reeves' tenure.

They will probably be disappointed.

Jio Platforms Stock Price Outlook
The article states that before Jio Platforms IPO, Reliance Industries may attract investors' attention. Based on a projected valuation of IPO at 10.3 trillion rupees, the 67% stake held by Reliance Industries is valued at approximately 6.9 trillion rupees; even if this valuation is discounted by 20%, the stake would still be worth around 5.52 trillion rupees, which equates to about 408 rupees per share of Reliance Industries. The article also mentions that if the Jio Platforms is listed at a 20% premium over the IPO price, and if the premium in the grey market is estimated to be valid, it could further support the valuation of Reliance Industries. However, it also reminds that GMP is unofficial data and cannot guarantee the performance upon listing.

Glassnode: As selling pressure eases, Bitcoin prices are expected to see a recovery
Glassnode indicates that short-term Bitcoin holders have moved away from the historically strong selling range, with the proportion of those in a profitable position dropping from nearly 100% in late September to around 70%. At the same time, the pace of profit-taking on Bitcoin has significantly slowed since September, but the cash flow of US spot Bitcoin ETF remains unstable. The market is also paying attention to the potential impact of the Federal Reserve's interest rate decision on October 28th on the next phase of trends.
