Moscow Exchange plans to open Bitcoin trading to retail investors on December 1

According to CoinMeta, the Moscow Exchange will open trading for Bitcoin, Ethereum, and USDT to retail investors on December 1st, marking an important expansion of Russia's regulated cryptocurrency market. The exchange has already begun testing trades with professional participants and plans to use external digital custodians for settlement. This launch is based on Federal Law No. 282- FZ, which came into effect on September 1st and established a legal framework for cryptocurrency trading through financial intermediaries. Ordinary retail investors are required to undergo a risk assessment before purchasing qualified assets, with an annual purchase limit of 300,000 rubles. Regulatory authorities have designated Bitcoin, Ethereum, and USDT as qualified instruments for qualified investors. Qualified investors have access to a wider range of cryptocurrencies, although trading of USDT still depends on the implementation of Directive No. 7441-U. This framework limits the risk exposure of retail investors but does not completely exclude their participation in the market.
