China's e-commerce giant Pinduoduo Holdings ( PDD ) fell 1.24% on Friday, after the company agreed to pay $3 million to Texas and to strengthen its data security and product safety practices by using American service providers.
Texas Attorney General Ken Paxton ( Ken Paxton ) announced this settlement. According to the settlement agreement, the Temu shopping platform must store the personal data of Texas users on American servers controlled by American entities and restrict access from within China, except for necessary business functions. The company was also warned that certain data security violations could result in fines of up to $8 million per year.
Remove hazardous substances
According to the settlement agreement, Temu is required to conduct independent product safety tests annually, remove products found to contain hazardous substances, terminate operations of related sellers and associated stores, notify affected consumers in Texas, and provide full refunds. It is reported that this is the first time the company has agreed to store personal data on US servers and to restrict when that data can be sent to China.
According to the settlement terms, Temu agrees to transmit only the necessary data for completing transactions to China, such as the delivery address. In addition, the company will also be required to hire a third-party cybersecurity auditing firm to check for malware and spyware in the application code.
Paxton filed a lawsuit against Pinduoduo and Temu in February 2026, accusing the platform of exposing sensitive data of residents from Texas to the Communist Party of China, and claiming that products sold on the platform may contain harmful chemicals.
A series of lawsuits in the United States
Not only in Texas, but Pinduoduo and Temu may also face troubles in other parts of the United States. Temu is currently facing lawsuits in several states in the U.S., where authorities are concerned that the company illegally collects data from American users, which may potentially be accessed by the Chinese government. Texas is the first state to address these allegations.
Paxton stated that this settlement also requires Temu to "implement strict new product auditing and safety standards to protect consumers from harmful materials in products, including clothing and children's items."

Temu is an important player in the US e-commerce sector. Paxton stated that as of September 2023, it has over 82.4 million active users in the United States.
Temu denies any improper behavior, but Pinduoduo's stock price has been under pressure due to this this year. Other factors such as increased tariffs and worsening Sino-US tensions have also had an impact on it.
The company's third-quarter financial report is scheduled to be released on November 19th, with the market expecting revenue to reach $17.35 billion, which is higher than the $15.12 billion of the same period last year.
